A written assessment covering what data the operation currently produces and in what condition, which of it is usable for training as it stands, which registered model fits the work or whether none of them do, what hardware that model would require, what the deployment would involve in sequence, and where the risks are.

A Site Read can conclude that this is not worth doing. If the data is not there, or the problem is better solved without AI, or the cost does not justify the return, the assessment says so in writing. That outcome is not a failed engagement. It is the assessment doing its job, and it is cheaper to learn now than after building something.
